Lake Tahoe is a beautiful, large, freshwater lake located on the border of the Nevada and California. Formed during the ice ages it has a long, rich history and is still a vibrant place that is refreshing and invigorating. It is easy to see why the Indiana tribes that used to hold counsel on it southern shores considered Lake Tahoe a spiritual place. The peaceful surroundings are soothing and amid the towering pines and bordering mountain peaks Lake Tahoe it is easy to get in touch with your inner self.

Before explorers Carson and Freemont wandered the crystal blue shores of Lake Tahoe in 1844 the area was inhabited by the Washo Indians and three tribes of Washoe came to the shores of the peaceful lake every summer where they held their sacred ceremonies. Kit Carson and fellow explorer John Freemont misinterpreted the name the Washoes gave the lake and called "Da-ow-a-go" which meant "edge of the lake" by the name that stuck and eventually became "Tahoe."

Before the world knew "Lake Tahoe" the area was called by several names by its new world settlers from John Freeman’s christening of "Bonpland" taken from a French botanist who helped explore the Western plains to "Mountain Lake", a name with not much imagination but definitely descriptive of the area, and on some early maps it was even known as "Maheon Lake". At one point it was dubbed "Bigler Lake" in honor of California’s third governor.

In 1945 the land was officially given the name "Lake Tahoe" but even that ancient name remained unpopular and even derided by famed novelist Mark Twain. In fact, Twain, whose real name was Samuel Clemens, disliked the named Lake Tahoe so much that he even penned a diatribe about it in his novel "Innocence Abroad" where he said the Indian term really meant "Grasshopper soup."

Others denounced the name as well and the "Placerville Mountain Democrat" started a rather mean spirited rumor that the name "Tahoe" was really an Indian renegade who robbed white settlers. In 1870 in an effort to combat the negative press the name was garnering the region California re-named the troubled lake "Lake Bigler." The lake’s Indian spirit could not be held at bay, however, and by 1945 the name "Bigler" had completely lost all support and California government reversed its earlier decision once again naming the area "Lake Tahoe."

As peaceful as Lake Tahoe once was for t 1000 he Indians and is now for tourists it has had its upheavals beyond identity problems. In the 1860s silver was found in the magnificent mountains of the Sierra Nevada range creating turmoil as prospectors from the California Gold Rush scurried to the lake’s shores in search of riches. It was this massive insurgence into the area that caused the site of the famous Donner Pass wagon train accident. The area’s main highway 50 was created during that period of mining fury when "Bonanza Road" was laid out across the mountains.

Lake Tahoe’s serenity was threatened by another form of miner as well-timber miners. The area’s thick forests rich with pine and hardwoods soon attracted the lumber mills and nearly stripped the peaceful lake of its natural finery. The silver strike that was almost Lake Tahoe’s demise may have set it up for its modern day luxury as during that time many hotels, restaurants, and stores were developed along the "Bonanza Road" for miners and their families traveling into the region. When the silver fever died out much of the need for local lumber did as well as panhandlers pulled out of the area leaving Lake Tahoe in peace once again, but its businesses and small mining towns in place. Soon after in the early 1900s the beauty of the area, then supported by hotels drew notice of the rich in nearby California as a place to relax.

In 1944 gambling came to the mountain rimmed lake when an establishment called "Harvey’s Wagon Wheel Saloon and Gambling Hall" opened its doors soon followed by many competitors causing a building boon of roads, and more hotels and housing. In 1960 Lake Tahoe’s Squaw Valley was host to the Winter Olympics that forever placed Lake Tahoe on the map of the world’s view and it became a favorite ski resort for snow bunnies.

In 1968 the local government realized that the fast expansion might threaten the natural beauty of the area so plans were put in effect to safeguard the lake and preserve the area by regulating development and ensure responsible building practices and environmentally safe construction.

Modern day Lake Tahoe attracts millions to its shores each year but thanks to careful stewardship it remains the charming, and spiritually peaceful place it was in the days that the Washo Indians cherished its serenity.

El Dorado County officials have scaled back their 10-year projection for new-home construction.
The Board of Supervisors on Tuesday approved a 10-year residential permit forecast that reflects continuing decline in new construction in the county. The Department of Transportation projects 10,730 new homes will be built in the next decade, down from the 13,000 previously forecast.
Jim Ware, transportation director, said 166 residential permits were issued in 2008-09 and 200 had been forecast. The department projects the number will remain in the 166 range this year and in 2010-11, followed by annual increases in each of the next two years, then leveling off at 1,500 annually through 2018-19.
Supervisor Jack Sweeney predicted it would be more than four years before the county saw 1,500 new home starts per year.

When you hire a contractor to repair, rebuild, or improve your home, the Better Business Bureau urges you to take the time to choose and hire the contractor who can perform work you’ll be well satisfied with on terms you’ve agreed upon in advance.

What Contractor Does What

California licenses general building contractors, as well as contractors in more than 40 specialty fields. A general building contractor is the person you would hire for a job that requires three or more unrelated building trades or crafts. The general contractor might bid on a job to, say, remodel a kitchen. If his bid is accepted, he will hire specialty contractors to do, in this case, the flooring, cabinet, electrical, and perhaps other work. The general contractor doesn’t do all the work himself but is responsible for seeing that the required building permits are obtained and that the job is done according to building code standards.

Requirement and Importance of License

In California, a general or specialty contractor–and this includes even a handyman you may hire–is required to hold a valid contractor’s license in the license category in which he or she will be working in order to perform any work valued at $500 or more. This $500 includes the cost of both labor and materials.

In choosing a contractor, it is extremely important that the contractor be licensed. This means not automatically accepting the lowest bid for the work. Unlicensed contractors can underbid licensed contractors because often they don’t have the expenses of a contractor’s license, a city license, workers’ compensation, and other insurance and expenses licensed contractors have. However, their workmanship is often inadequate and their materials inferior. They may also dis-appear as soon as they’ve been paid, leaving the homeowner with no address for them and no recourse.

How to Hire a Contractor

The Better Business Bureau recommends taking these steps before hiring a contractor:

Getting Bids

  • Obtain bids from at least two licensed contractors. The estimates should all be based on the same building specifications, quality of materials, labor and time needed to complete the project.

  • Discuss bids in detail with each contractor to make sure you understand the variations in price.

  • Ask for customer references and, if possible, take a look at some of the contractor’s previous work.
    Checking Out The Contractor

  • Call the Better Business Bureau for a report on the contractor.

  • Ask to see the contractor’s pocket license and another form of identification. (The name on the pocket license should be the same as the name of the contractor or the business under which he or she is working.) Note the license number.

  • Call the Contractors State License Board to inquire about whether a particular license is valid. (Many Bureau reliability reports contain license information. Our reports also contain a link to the CSLB’s website.) Don’t assume that a license number appearing on a bid or contract necessarily means the license is valid. Call the CSLB in Sacramento at 1 (800) 321-CSLB or access their website, www.cslb.ca.gov, to check. You may also obtain complaint information by calling this number.

  • It’s very important that your contractor have property damage and personal liability insurance coverage, as well as workers’ compensation if the contractor has any employees. In the case of workers’ compensation, if the contractor does not have it, you would be held responsible for the medical expenses of an injured worker.
    You should insist that the contractor have his/her insurance broker or agent send you certificates of insurance. If these coverages are later cancelled for any reason, the insurance company will notify you 30 days in advance of the cancellation. Remember, the certificate must come from the insurance company, not the contractor. Do not accept a copy the contractor may provide you.

  • Contractors are required to maintain a bond, which gives you some protection, if only minimal, against any willful violations on the part of the contractor. If the bond is not currently in force, the Contractors State License Board will tell you that when you call about licensing. More important, though, is to make sure the contractor is reputable and performs quality work.

Precautions

  • Be wary if you’re asked to pay for the entire job in advance. A contractor may not ask for more than ten percent of the total contract price, or $1,000 (or two percent or $200 in the case of swimming pools), whichever is less, as a down payment.

  • If you’re rebuilding after a fire or other disaster, don’t abandon your former prudence for the sake of rapid rebuilding. A disaster brings out unscrupulous contractors and repairmen who seize the opportunity to con victims caught with their guard down.

Signing the Contract

First, realize that anything you sign may constitute a contract, so be sure you know what you are signing. Before you sign a final contract, be sure it includes the following information and provisions:

  • the name, street address (not just a post office box), and local telephone number (not just a toll-free number) of the contractor;

  • if you must obtain a loan to pay for the project, that the agreement is valid only if you obtain financing at given rate;

  • a written description of all work to be done, including a detailed description of the kind and quality of materials to be used;

  • a bid based on the job, not by the unit (hour, gallon, board, etc.)

  • a price breakdown for both labor and materials;

  • starting and completion dates;

  • the schedule for releasing payments to the contractor;

  • a written statement reiterating any oral promises made by the contractor or sales representa-tive, including any warranties on materials or labor.

  • that the contractor will obtain the necessary building permits.
    A building permit is generally required whenever structural work is involved or when the basic living area of a home is to be changed. If your contract does not provide that the contractor will obtain the permits and he doesn’t, you may be held legally responsible.

Do not get any permit yourself. If you do, you will be considered to be the contractor, and you could be held liable if the work does not comply with the building codes.

Also, if you want changes after you’ve signed the contract, be sure they are spelled out in a signed "change order."

If you Change your Mind

If your contract was solicited at your home or some other place that is not the contractor’s place of business or appropriate trade premises, you have the legal right to cancel your contract within three business days after you sign it. Your contractor is required to notify you of this right. Use those three days to review the contract again, and if you should cancel, do it in writing and send your notice of cancellation by certified mail. Keep a return receipt.

Protect Yourself Against Liens and Dissatisfaction

Once the work begins, if your contractor will have to use subcontractors, you should protect yourself from liens against your home in the event the primary contractor doesn’t pay the subcontractors or suppliers. You can do this by insisting upon a lien release from all subcontractors and suppliers before you pay for any work. Or, you can use the services of a construction control company. For a small percentage of your contract price, you may deposit your payments with them and they will disburse the funds and secure the lien releases for you. Although they are not required to inspect the work, they generally do.

Finally, don’t sign a completion certificate until you’re satisfied that the job has been properly completed according to the contract and until inspection has been completed by local building authorities.

If the contractor is licensed, you can verify their credentials by calling your state licensing board, or by visiting the license board’s website (available in most states). Also, the requirements vary from state to state, so it may be helpful to know whether the contractor was required to pass a licensing exam, or simply pay a fee for the license.

Is the contractor a member of any professional trade organizations?

If so, you can verify that the membership is in good standing.

Is the contractor well insured?

Most states require contractors to maintain certain insurance levels as a condition of the license, and you can often view insurance information on the state’s website (in the same place you verify the contractor’s license information). You should verify that the contractor has at least general liability coverage (property and injury), workmen’s compensation coverage, and automobile coverage.

Is the contractor familiar with current building code requirements?

The contractor should be familiar with building code requirements for your area, and should know what permits will be required.
